Tickets can be issued to anyone in the Gulf of Mexico when double flags are flown. Surfers with proper boards and gear are allowed to enter under county ordinance, but lifeguards, emergency personnel and law officers are allowed to prohibit surfers as well if they appear to be presenting a danger to themselves.
